Two stars is probably being generous. Santos is the largest container port in Latin America and leaving the ship involved a bus tour through a lot of it. Once at the terminal building it was extremely chaotic with passengers embarking/disembarking a large MSC ship. We took a ship's Panoramic and Historic streetcar tour which, frankly, was dreadful.
